1s dropped after call is made

Hello,
We are able to make calls to phone numbers containing the number "1". But once connected, we are no longer able to use the 1 for phone passwords or conference codes. All of the other digits work. Just the 1s get swallowed up. Any ideas what could be causing this? Or where to start looking into the problem? Thanks.
