Please advice my dial plan and outgoing calling rules

I have got Asterisk now 1.6 with TDM800P. I had connected to PSTN line in port 1, PSTN number is 255444. I configured outgoing calling rules _9. and sip extension 6000 make outgoing call to 243111 as 9243111 but can't make a call. Please advice any dial call rule.
how can I configure dial rule to make a call local number 6 digits (243111) and 10 digit (0943110220)
