What kind of phones are you using? This will have a big impact on syntax of your dialplan... If you're using Polycom phones, here's an example of the default Polycom digitmap that does not require a 9 when dialing out:

If you're using Digium phones, the above should also work for you, but you will need to add your timeout setting after each ".T". Such as:
For your outgoing call rules, simply modify them to not look for the 9, and make sure that your digits to trim is modified as well. (will most likely go from trim 1 to trim 0.)
